ABILITYWorks Application Requirements

The ABILITYWorks IDD Workforce Education Application is part of the Horry-Georgetown Technical College (HGTC) Workforce Development Scholarship Application.

Important: The application must be completed in one sitting and cannot be saved to finish later.

SCWins Workforce Development Scholarship Registration Application Checklist

This program is eligible for SC WINS, making it tuition free for South Carolina residents.

SCWins Workforce Development Scholarship/Registration Application

Student must be 18 years or older and a resident of SC for at least 1 year.

Student will need the following:

  1. If the Driver's License, State-Issued Identification, or Beginner's Permit states "NOT FOR FEDERAL IDENTIFICATION, USE, or PURPOSES" , you will need one of the following
    1. Social Security Card, US Passport OR
    2. Certificate of Naturalization or Citizenship
  1. If the student possess a GREEN CARD and is considered a permanent resident, the will need the following:
    1. Permanent Resident Card (green card) AND
    2. State Issued ID Card
  1. If the student DACA student or a NON-RESIDENT ALIEN with an Employment Authorization Card, they will need
    1. Employment Authorization Card AND
    2. State Issued ID Card

Dependent Student One whose predominant source of income or support is from payments from a parent, spouse, or guardian, who claims the dependent person on his/her federal income tax return. In the case of those individuals who are supported by family members who do not earn enough reportable income for taxation purposes, a dependent person can be defined as one who qualifies as a dependent or exemption on the federal income tax return of the parent, spouse, or guardian. A dependent person is also one for whom payments are made, under court order, for child support and the cost of the dependent person's college education. A dependent person's residency is presumed to be that of the person upon whom they are dependent. You will need:

    1. Person who provides more than 50% of your financial support
    2. Address of person who provides more than 50% of your financial support
    3. Driver’s License of person who provides more than 50% of your financial support
    4. Vehicle registration (if they have a vehicle registered in their name) of person who provides more than 50% of your financial support

Independent Student OVER the age of 24  One in his/her majority (eighteen years of age or older) or an emancipated minor, whose predominant source of income is his/her own earnings or income from employment, investments, or payments from trusts, grants, scholarships, commercial, educational or student loans in the name of the independent person and provided by an insured and federally regulated financial entity, or payments made in accordance with court order and for the purposes of determining residency for tuition and fees.

An independent person (which may be an independent student or the parent; guardian, or spouse of a dependent student): (1) must provide more than half of his or her support, which shall include the institutional cost of attendance as defined by Title IV, during the twelve months immediately prior to the date that classes begin for the semester for which resident status is requested;

(2) cannot claim the domicile of another individual as their own for the purposes of establishing intent to become a South Carolina resident; (3) must have established his/her own domicile and provide documentation of establishing his/her own domicile for twelve months to include documentation of renting a domicile, if applicable, prior to receiving in-state tuition and fees; and (4) cannot be claimed as a dependent or exemption on the federal tax return of his or her parent, spouse, or guardian for the year in which resident status is requested.

    1. Vehicle Registration information if you have a vehicle registered in your name

Independent Student UNDER the age of 24

 (must provide supplemental documents)

The same definition provided to you under the "independent student over the age of 24" still applies but you must also submit the following:

    1. Proof of permanent domicile in South Carolina - One of the following are acceptable: HUD statement*, deed* or commercial lease agreement. Private lease agreements made between private parties may only be accepted as evidence of permanent domicile if submitted with verifiable proof of payment.
    2. Independently filed South Carolina AND Federal Tax Return (SC 1040 forms are acceptable)

Verifiable income - submit any W-2 and/or pay stub that represents income earned within the prior 1 2 months. Only the most recently dated pay stub, per employer, is required. To be deemed financially independent, applicants must demonstrate 51 % of their own financial support based on their prior 1-2 month's applicable cost of attendance.

ABILITYWorks Program Eligibility and Alignment Criteria

To be eligible for the ABILITYWorks program, applicants must:

  • Be at least 18 years of age and have exited or graduated from high school before the program start date.
  • Provide digital documentation that meets the criteria for an intellectual and developmental disability (IDD).

Applicants must also meet the following program alignment criteria, with or without reasonable accommodations, to participate in the ABILITYWorks program at Horry-Georgetown Technical College.

Please note: These criteria apply only to participation in the ABILITYWorks program. Employment placement, hiring decisions, and workforce expectations are determined independently by individual employers and may vary based on job requirements and industry standards.

ABILITYWorks Program Alignment Criteria

Safety and Conduct Compliance
Ability to understand and follow program safety procedures and classroom conduct expectations to maintain a safe and respectful learning environment for all participants.

Participation Level
Ability to engage in classroom and simulated work-readiness activities. Participation must be achievable without the requirement for continuous, one-on-one personal supervision.

Instructional Response
Ability to follow multi-step directions and apply feedback.

Personal Management
Ability to manage personal care and daily living needs independently within the scope of the program.

Technology
Ability to use basic technology, such as a computer or mobile device, as required for program activities.

Health Management
Ability to manage personal health and medication needs independently within the scope of the program.

Transportation
Ability to secure and use reliable transportation to and from program activities.

Vocational Goal
Demonstrates a commitment to pursuing, maintaining, or advancing in employment and work-based experiences.
